This report describes the findings from a two-phased multi-method assessment of prenatal substance use, the Substance Exposed Babies (SEB) Study. The purpose of the study was to assess the prevalence rate of babies exposed to alcohol, tobacco or other drugs (ATOD) prior to birth.
