Center of Excellence

The Center of Excellence (COE) on Education, Training, Research and Advocacy for Reducing Health Disparity is a division within Behavioral Health Services that provides multiple functions, including:

  • Coordinating the Mental Health Services Act planning and reporting responsibilities;
  • Providing workforce and community education and training;
  • Conducting research;
  • Managing the implementation of MHSA Innovative programs;
  • Providing Neurobehavioral Health testing,
  • Promoting multicultural development; and
  • Advocating equal access to quality integrated health services for all people living in Orange County

We provide training to the staff of the Orange County Health Care Agency's Behavioral Health Services (BHS), as well as to community agencies that partner with BHS. In addition, we manage the training programs directed toward both county staff and the community that are funded under the Mental Health Services Act (MHSA).
