Site Mitigation Program
Environmental Health Division

 

The Orange County Site Mitigation Program encompasses two programs:

    1. Local Oversight Program (LOP)
    2. Voluntary Industrial Cleanup (IC) Program

The purpose of the LOP is to investigate and oversee the cleanup of contaminated sites in Orange County from fuel leaks from underground storage tank (UST) systems. The cities of Anaheim, Fullerton and Santa Ana administer their own programs. This is a contract program that the County has with the State Water Resources Control Board.

If a release occurs from your fuel UST, State law requires you to report the release.

If a non-UST release occurs at your site and you are seeking cleanup oversight by an authorized agency, you can apply to the Environmental Health Division to provide regulatory oversight under the Voluntary Industrial Cleanup Program. Sites not under the jurisdiction of another agency are also eligible for this program. Site owners involved in property transactions frequently utilize this program where the oversight of assessment/ remediation by a regulatory agency may be required by a lender.  A completion letter will be issued once assessment and cleanup are completed.
