Volunteer Services
The County of Orange consists of a
vast network of county-run services. The Health Care Agency is
one of the largest county agencies, with over 2,500 staff
working out of 100 separate locations.
Each year approximately 700 unpaid
staff members are recruited, screened and placed in volunteer
assignments throughout the Agency. Placements are highly
individualized, based on a person's interest, skill level and
supervision requirements. HCA provides public health, mental
health and alcohol/drug services to Orange County residents who
cannot afford care in the private sector. Clientele reflect the
ethnic and cultural composition of various communities in which
services are located. Bilingual Spanish, Vietnamese and
Cambodian assistance is highly desirable.
Internships are available in
specific areas of HCA such as the Office of Quality Management,
health and counseling clinics and other locations for
fulfillment of college and university graduation requirements.
Services within the Agency are
primarily delivered 8:00 AM to 5:00 PM, Monday through Friday.
Therefore, the Health Care Agency may not be a viable placement
for students that need to volunteer nights and weekends.

All volunteers and interns are required to register with
Volunteer Services prior to the commencement of their placement
within the Health Care Agency. The application process with

Advisory Boards
Standing boards, councils and
committees provide community input on HCA programs and policies.
Members of boards are comprised of private and professional
persons in the community. Contact Volunteer Services for
membership information.
Alcohol and Drug Advisory Board
Advises and reports on policies and goals of county alcohol and
drug programs.
Animal Control Advisory Board
Advises on animal care related programs and facilitates
coordination between the county and community groups
Children's Services Coordination
Committee
Advises on programs and issues concerning the service delivery
system for wards (Probation), dependents (Social Services),
and/or seriously emotionally or behaviorally disturbed children
and their families.
Dental Health Advisory Board
Advises regarding the dental health needs of the community.
Emergency Medical Care Committee
Advises on matters relating to emergency medical services in
Orange County.
Emergency Medical Services
Quality Assurance Board
Monitors, investigates, studies and makes recommendations
regarding the quality and level of health care provided by the
EMS system.
Food Sanitation Advisory Council
Advises on policies, regulations and guidelines for the Food
Sanitation and Consumer Protection Program and assists in
acquainting the food industry with health and sanitation
regulations, policies and new techniques.
HIV Planning Council
Advises and makes recommendations on HIV policy issues and on the
need for HIV-related education, prevention, treatment and
supportive services.
Mental Health Board
Advises on the community's mental health needs, services,
facilities and special problems.
Well Standards Advisory Board
Hears and considers appeals from persons subject to enforcement
actions and advises regarding standards for well construction
and abandonment.
Three volunteer jobs specific to
Behavioral Health are:

Project Together is a
Behavioral Health Services program for children receiving mental
health services. If interested, call directly to (714) 796-0100.
Your first interview will be with the Project Together program
and not at Volunteer Services.

The Orange County Mental
Health Board (MHB) is mandated to advise the Board of
Supervisors and the Behavioral Health Services Deputy Assistant
Director regarding the care and treatment of the mentally ill
citizens of the County. Its members are volunteers from the
community who are consumers of mental health services, family
members, public interest representatives and mental health
professionals. Members must have a personal commitment to help
advocate for the treatment of chronically and severely mentally
ill people of Orange County.

The Alcohol and Drug Advisory
Board (ADAB) is mandated to advise the County Alcohol and Drug
Program Administrator and the Board of Supervisors on policies
and goals for the County alcohol and drug program. It is a 15
member board, appointed by the Board of Supervisors who have a
professional interest in, or personal commitment to advocacy
alleviating problems related to alcohol or other drug abuse in
their community.
