About Us

The Health Care Agency’s Health Disaster Management Division receives funding from the federal Centers for Disease Control and Prevention (CDC) for a number of its programs. The County of Orange collaborates with the California Department of Public Health (CDPH) and other state and local partnering entities to ensure consistent disaster and preparedness planning locally, regionally and statewide.

The Disaster Preparedness and Training Unit supports and participates in ongoing all-hazards planning and preparedness activities undertaken by the Orange County Operational Area (OA) and coordinates its planning efforts with other County departments, area cities and local special districts to mitigate against, prepare for, respond to and recover from health-related emergent disasters and events.

The Training Unit provides all-hazards disaster preparedness training to the Health Care Agency’s employees and to its medical community partners. Such trainings include, but are not necessarily limited to: the national Incident Management System (NIMS), the state Emergency Management System (SEMS), Weapons of Mass Destruction Awareness, the Hospital Incident Command System, Decontamination, Hospital Surge-related Activities, Point-of-Distribution (POD) processes, and other health preparedness-related topics.

Among Disaster Preparedness and Training’s programs are:

While this list is far from comprehensive, it does represent the current, major focal points of Health Disaster Management’s planning and training efforts. Health emergency management is a constantly evolving field; Health Disaster Management is committed to protecting Orange County through “Best Practices” disaster planning and flexible, results-oriented training.
