Food Facility Plan Check & Construction Guidelines

The Food Facility Plan Check & Construction program reviews the plans for all new and remodeled food facilities within Orange County to ensure that food facilities are constructed in accordance with applicable requirements.

If you are going to be constructing a new food facility (any type of business that offers, sells, or serves food), or remodeling an existing food facility, three sets of detailed plans must be submitted and approved prior to the start of any construction and a plan check fee must be paid at the time of submission. Plans will be accepted between the hours of 8:00 am and 4:00 pm at 1241 E. Dyer Road, Suite 120, Santa Ana. Plan check staff are available to discuss the requirements and procedures related to remodeling or constructing a new food facility. For more information, please call Plan Check at (714) 433-6074.

Following are examples of food facilities that need to submit plans: Restaurants, markets, bakeries, bars/taverns, school cafeterias, meat/fish markets, liquor stores, convenience stores, food warehouses, commissaries, processing plants and hospital kitchens.

Food vehicles (trucks and carts) are also required to submit plans and obtain approval. For more information visit our Food Vehicle page.
