About Water
The Orange County Water Quality Program encompasses four programs:
Ocean Water Protection Program
Our Ocean Water Protection Program ensures that all public recreational waters meet applicable water quality standards for swimming and shellfish harvesting. We routinely conduct microbial monitoring of ocean waters, respond to sewage spills and other unauthorized discharges of waste, close ocean and bay waters, post warning signs, respond to illness complaints, and issue health advisories. Cross Connection Control and Backflow Tester
We conduct cross-connection control inspections within water users' premises and at recycled water use areas to assure that the drinking water supply is not connected to potential sources of contamination. We also register backflow prevention device testers.
Well Permitting Program
We regulate the construction and destruction of all types of wells to prevent groundwater contamination and to abate safety hazards. We enforce the Orange County Well Ordinance in the unincorporated areas of the County and in all cities except for Anaheim, Buena Park, Fountain Valley, Orange, and San Clemente.
If you are planning to construct, reconstruct or destroy a well, including soil borings, monitoring wells, and cathodic protection wells, you must obtain a Well Permit prior to initiation of work. If you plan to do so within one of the cities listed above, contact the appropriate city officials for more information.
Liquid Waste Hauling Vehicles Program
Liquid Waste Hauling Vehicles Program involves the registration of vehicles and vessels used to haul non-hazardous liquid wastes from sources such as septic systems, portable toilets, boats, and grease traps. These vehicles and vessels are inspected annually and are provided with the necessary registration so that the wastes may be legally collected and/or disposed of within Orange County.
