Health Emergency Management (HEM) is a section of the Emergency Medical Services (EMS) Division. HEM serves to coordinate medical & health emergency management functions throughout the Orange County Operational Area (OA).
EMS/HEM collaborates with the California Department of Public Health (CDPH) and other state and local partner agencies to ensure for consistent disaster and preparedness planning locally, regionally and statewide. The EMS/HEM Section supports and participates in ongoing all-hazards preparedness, mitigation, response and recovery activities undertaken by the OA and coordinates its planning efforts with other County departments, local cities and special districts to mitigate against, prepare for, respond to and recover from health-related emergent disasters and events.
