(Santa Ana, CA) – The OC Health Care Agency (HCA) has confirmed a COVID-related pediatric death in Orange County. In December, a child under the age of 5 died of complications related to COVID-19 infection.

“We have lost another precious young life to this terrible virus; it is our third pediatric death in Orange County since the start of the pandemic,” said Dr. Clayton Chau, HCA Director and County Health Officer. “This is yet another somber reminder that we must continue to do everything we can to protect our loved ones, especially our little ones under 5 years of age who are not able to be vaccinated.”

Between December 30 and January 5, the seven-day average COVID-19 case rate in Orange County jumped from 25.5 to 67.5 per 100,000 people and the average number of daily COVID-19 cases rose from 822 to 2,179. The positivity rate also increased from 6.5 to 16.2 percent, hospitalizations from 453 to 673, and ICU admissions from 89 to 114 per day. The majority of people who are hospitalized due to COVID-19 continue to be among those who are unvaccinated, at 87%.

“COVID-19 has been spreading very quickly. Cases are reaching levels that we haven’t seen throughout this pandemic,” says Dr. Regina Chinsio-Kwong, Deputy County Health Officer. “We strongly urge our county residents and visitors to please take all preventative measures to reduce your risk of getting sick or hospitalized. Even though breakthrough infections are possible, the most important thing you can do is get vaccinated and boosted to maximize your immunity to COVID-19 and reduce your chance of getting severely infected.”

In addition to getting vaccinated, Orange County residents and visitors are encouraged to take these preventative measures against COVID-19:

Get tested 24 hours before and 3-5 days after gathering or traveling: 

• Self-collection, at-home COVID-19 Test Kits are available at no cost to people who work or live in Orange County, and can be ordered online at ochealthinfo.com/covidtest. 
• An email address is required for each individual requesting a test kit. 
• Each kit comes with a prepaid shipping return label and results are provided within 24-48 hours upon receipt of the specimen. 

People without symptoms, or who have mild symptoms and are at low risk of severe disease, should not go to the hospital or emergency room to obtain screening testing. Hospitals are focused on people who are sick and need urgent care.

Rapid tests are currently in short supply nationwide; people who are in need of quicker test results are encouraged to check with their healthcare provider or local retail pharmacy for availability of rapid tests.

California mask mandate extended to February 15:

• According to the California Department of Public Health (CDPH), universal masking indoors is now required through February 15, 2022 to slow the spread of COVID-19.

Revised Cal/OSHA ETS and County Health Orders

Cal/OSHA has issued revised Emergency Temporary Standards (ETS) that will go into effect on January 14, 2022. The ETS requires employers to develop a written COVID-19 Prevention Program to address health hazards and unsafe conditions due to COVID-19. Recommendations for Pfizer Booster and Additional Primary Doses

On January 4 and January 5, the Centers for Disease Control and Prevention (CDC) issued the following recommendations for the Comirnaty (Pfizer) COVID-19 vaccine to be administered:

• As a booster dose in individuals ages 12-17
• As a booster dose 5 months after primary vaccination, for individuals age 12 and older
• As a third additional primary dose for moderately or severely immunocompromised children ages 5-11, 28 days after their second dose

The recommendations apply only to the Pfizer vaccine, not to the Moderna or Janssen (Johnson & Johnson) vaccines.

Vaccines continue to be widely available throughout Orange County for walk-in, same day and future appointments. Individuals who are not yet vaccinated or boosted against COVID-19, or are eligible for a third dose (due to immunocompromise conditions) are encouraged to visit a local pharmacy or healthcare provider, or go online to Vaccines.gov, MyTurn.ca.gov or Othena.com, to schedule a vaccination appointment.

"Hemos perdido otra preciada vida joven a causa de este terrible virus; es nuestra tercera muerte pediátrica en el Condado de Orange desde el comienzo de la pandemia", dijo el Dr. Clayton Chau, Director de HCA y Funcionario de Salud del Condado. "Este es otro sombrío recordatorio de que debemos seguir haciendo todo lo posible para proteger a nuestros seres queridos, especialmente a nuestros pequeños menores de 5 años que no pueden ser vacunados".

Bác sĩ Clayton Chau, Giám Đốc Cơ Quan Y Tế Công Cộng kiêm Ủy Viên Đặc Nhiệm Y Tế Quận Cam phát biểu: “ Chúng ta vừa mới mất đi một mạng sống trẻ quý báu vì con virus tai hại này; Đây là trường hợp tử vong ấu nhi thứ ba tại Quận Cam kể từ khi bắt đầu của đại dịch. Đây cũng là một sự nhắc nhở đau buồn là chúng ta phải tiếp tục làm đủ mọi phương thức có thể được để bảo vệ những người thân yêu của chúng ta, đặc biệt các em bé dưới 5 tuổi chưa có thể được chích ngừa.”

(Santa Ana, California) – The National Weather Service (NWS) has forecasted cold overnight temperatures throughout inland, coastal and south Orange County cities beginning Tuesday, January 4 through Wednesday, January 5. Overnight temperatures in some areas will dip to the low 40s. Colder-than-normal temperatures increase the risk of cold-related illnesses like hypothermia, especially for those who are more sensitive to extreme weather changes.

When exposed to cold temperatures, your body begins to lose heat faster than it can be produced. Low body temperature may make you unable to think clearly or move well. Hypothermia occurs most likely at very cold temperatures, but it can occur even at cool temperatures (above 40°F) if a person becomes chilled from rain, sweat or submersion in cold water.

“When prolonged exposure to very cold temperatures occurs, it is important to make certain that you are protected from hypothermia. In addition, it is critical to check that seniors who live alone, your neighbors, pets and vulnerable populations are safe during this time,” said Dr. Regina Chinsio-Kwong, Deputy County Health Officer.

Residents are also cautioned against using their kitchen range or oven to heat their homes. Home furnaces and heaters should be inspected periodically, with needed repairs performed by a qualified and licensed heating or plumbing contractor. If space heaters are used, make sure there is nothing within three feet of the heater that could catch on fire, such as bedding, drapes or furniture. Never cover your space heater and never leave children unattended near a space heater. If electric power is lost, never use a gasoline powered generator indoors, in a garage or near doors or windows where air may enter a home due to the risk of carbon monoxide poisoning.

Carbon monoxide is an odorless, colorless gas that at high levels of exposure can be fatal. Low levels of carbon monoxide poisoning can be confused with flu symptoms, food poisoning or other illnesses and can have a long-term health risk if left unattended. Some of the symptoms of low-level exposure include shortness of breath, mild nausea and mild headaches. Moderate levels of carbon monoxide exposure can present with headaches, dizziness, nausea and lightheadedness. Every home should have a carbon monoxide detector, along with a smoke detector.

Recommended precautions to prepare your household for cold weather or power outage:

• Check on those who are at high risk to make sure they are staying warm – including seniors who live alone, as well as other vulnerable populations such as young children.
• Make sure to check on your pets.
• Wear layers of clothing.

On December 30, 2021, the California Department of Public Health issued AFL 21-08.6, which provides general acute care hospitals, acute psychiatric hospitals, and skilled nursing facilities with updated guidance on COVID-19 isolation and quarantine for healthcare personnel. OCHCA recommends that county healthcare facilities become familiar with and adhere to AFL 21-08.6. 

In the context of rapidly increasing COVID-19 case counts caused by the omicron variant, on December 23, 2021, the CDC updated its recommendations for management of healthcare staff exposed to or infected with SARS-CoV-2.

(Santa Ana, CA) – Between December 23 and December 29, the seven-day average COVID-19 case rate in Orange County jumped from 10.8 to 19 per 100,000 people and the average number of daily COVID-19 cases rose from 348 to 614. The positivity rate also increased from 3.3 to 5.4 percent, hospitalizations from 229 to 376, and ICU admissions from 54 to 72 per day.

“As we anticipated, Orange County COVID-19 cases and hospitalizations are rising steeply due to increased gatherings and traveling over the holidays,” says Dr. Clayton Chau, HCA Director and County Health Officer. “The risk of catching and spreading COVID-19 is extremely high during this time as more people are in close contact with one another. We ask that you please continue to exercise precautions to prevent the spread of COVID-19, including limiting or avoid gathering with others if possible. As always, get vaccinated, get boosted, get tested if you experience symptoms or 3-5 days after becoming exposed, wear your mask indoors, and stay home if you are sick.”

COVID-19 Test Kits Available to Order Online

To support early detection of COVID-19 and contain the spread of the disease, the OC Health Care Agency (HCA) continues to offer self-collection, at-home COVID-19 Test Kits at no cost to people who work or live in Orange County. The test kits can be ordered online by visiting ochealthinfo.com/covidtest.

The self-collection Test Kit is acceptable for use by individuals 18 years of age and older when self-collected, for use by individuals 15 years of age and older when self-collected under adult supervision, and for use by individuals 4 years of age and older when collected with adult assistance. It is a Polymerase Chain Reaction (PCR) test that may be administered in the convenience of the individual’s home. Each kit comes with a prepaid shipping return label and results are provided within 24-48 hours upon receipt of the specimen. An email address is required for each individual requesting a test kit.

“These are not rapid antigen tests which are currently in short supply throughout the country,” said Dr. Margaret Bredehoft, Chief of Public Health Services. “Results from PCR tests usually take up to 48 hours but are very reliable for people with or without symptoms, meaning you’re less likely to obtain false negatives or positives. Please keep in mind that you are strongly encouraged to stay home if you feel sick, and to test for COVID-19 3 to 5 days after gathering or traveling, which should allow for sufficient time to order a test kit and receive results. Although we don’t encourage gathering or traveling during this time of high COVID-19 transmission, if you do need results sooner, we encourage you to check with your healthcare provider or local retail pharmacy. Test providers may be onsite at airports for those choosing to travel. Some additional testing resources are listed at ochealthinfo.com/covidtest.”

CDC Shortens Isolation and Quarantine Period

On December 27, the Centers for Disease Control and Prevention (CDC) issued new recommendations to shorten the time for isolation due to COVID-19 infection and quarantine due to exposure to someone infected with COVID-19. The recommendations include:

1. Regardless of vaccination status, if you test positive or have symptoms of COVID-19, you are now required to stay home (isolate) for 5 days since symptom onset (or test collection day) and to wear a well-fitting mask around others for at least 5 additional days. If you have a fever, continue to stay home until your fever resolves without fever reducing medication.
2. If you were exposed to someone with COVID-19, and:

• You have received an eligible booster, completed your primary series of Pfizer or Moderna vaccine within the last 6 months, or completed your primary series of Johnson & Johnson within the last 2 months, you do not need to stay home (quarantine) but you must wear a well-fitting mask around others for 10 days. Please test on day 5; and, if your result is positive from this test or if you develop symptoms, stay home (isolate) and follow directions as in #1 above.
• You have not yet received an eligible booster for any vaccine or are unvaccinated, you are required to stay home (quarantine) for 5 days, test for COVID-19 five days after exposure and to wear a well-fitting mask around others for 5 additional days. Those unable to quarantine must wear a well-fitting mask for 10 days.

The CDC has also updated its guidance for management of healthcare personnel with SARS-CoV-2 infection or exposure in order to enhance protection for healthcare personnel, patients, and visitors, and ensure adequate staffing in healthcare facilities.

State Issues Updated Health Orders

On December 22, the State issued three health orders updating the vaccination requirement for health care workers and all employees in high-risk congregate settings, including nursing homes. According to the orders, all affected workers currently eligible for boosters must be "fully vaccinated and boosted" for COVID-19 by receiving all recommended doses of the primary series of vaccines and a vaccine booster dose by no later than February 1, 2022. The orders apply to workers in:

• Adult Care Facilities and Direct Care
• State and Local Correctional Facilities and Detention Centers 
• Health Care Facilities

Workers not yet eligible for boosters must be in compliance no later than 15 days after the recommended timeframe above for receiving the booster dose. In the interim, all health care staff that have not received their booster must test for COVID-19 twice weekly until they are up to date on their vaccines. Exemptions apply only for religious beliefs or qualifying medical reasons.     Affected workers who received all recommended doses of a vaccine authorized for emergency use by the World Health Organization would be considered fully vaccinated and eligible for a single booster dose of Pfizer 6 months after getting all recommended doses.

FDA Authorizes COVID-19 Antiviral Treatments

On December 22-23, the U.S. Food and Drug Administration issued emergency use authorizations for two oral antivirals, Pfizer’s Paxlovid and Merck’s molnupiravir, to treat COVID-19 in certain adults and pediatric patients with positive results of direct SARS-CoV-2 testing, and who are high risk for progression to severe COVID-19, including hospitalization and death. People should consult their healthcare provider, as both treatments are expected to be limited in supply, available by prescription only and should be initiated as soon as possible after diagnosis of COVID-19 and within five days of symptom onset.

El kit de prueba para la auto-recolección es aceptable para su uso por personas de 18 años de edad o más cuando se auto-recolectan, para su uso por personas de 15 años de edad o más cuando se auto-recolectan bajo la supervisión de un adulto, y para su uso por personas de 4 años de edad o más cuando se recolectan con la ayuda de un adulto. Se trata de una prueba de Reacción en Cadena de la Polimerasa (PCR por sus siglas en inglés) que puede ser administrada en la comodidad del hogar de la persona. Cada kit viene con una etiqueta de devolución de envío prepagada y los resultados se proporcionan dentro de las 24-48 horas siguientes a la recepción de la muestra. Los CDC Reducen el Periodo de Aislamiento y Cuarentena

El 27 de diciembre, los Centros para el Control y la Prevención de Enfermedades (CDC por sus siglas en inglés) emitieron nuevas recomendaciones para acortar el tiempo de aislamiento debido a la infección por COVID-19 y la cuarentena debido a la exposición a alguien infectado con COVID-19. Las recomendaciones incluyen:

1. Independientemente del estado de vacunación, si su prueba es positiva o tiene síntomas de COVID-19, debe permanecer en casa (aislado) durante 5 días desde el inicio de los síntomas (o el día en que se recogió la prueba) y llevar una mascarilla bien ajustada cerca de otras personas durante al menos 5 días más. Si tiene fiebre, siga permaneciendo en casa hasta que la fiebre desaparezca sin medicación para reducirla.
2. Si estuvo expuesto a alguien con COVID-19, y:

• Si ha recibido una dosis de refuerzo elegible, ha completado su serie primaria de vacunas Pfizer o Moderna en los últimos 6 meses, o ha completado su serie primaria de Johnson & Johnson en los últimos 2 meses, no es necesario que se quede en casa (cuarentena) pero debe llevar una mascarilla bien ajustada cerca de otras personas durante 10 días. Por favor, haga la prueba el día 5; y, si su resultado es positivo en esta prueba o si desarrolla síntomas, quédese en casa ( aislado) y siga las instrucciones como en el número 1 anterior.
• Si no ha recibido todavía una dosis de refuerzo de alguna vacuna o no está vacunado, deberá permanecer en casa (cuarentena) durante 5 días, realizar la prueba de COVID-19 cinco días después de la exposición y llevar una mascarilla bien ajustada cerca de otras personas durante 5 días más. Los que no puedan estar en cuarentena deberán llevar una máscara bien ajustada durante 10 días.

Los CDC también han actualizado sus normas para el manejo del personal de salud con infección o exposición al SRAS-CoV-2 con el fin de mejorar la protección del personal de salud, los pacientes y los visitantes, y garantizar que haya suficiente personal en los centros de salud.  
El Estado Emite Órdenes de Salud Actualizadas

El 22 de diciembre, el Estado emitió tres órdenes sanitarias que actualizan el requisito de vacunación para los trabajadores de la salud y todos los empleados en entornos de alto riesgo, incluso las residencias de personas de la tercera edad. Según las órdenes, todos los trabajadores afectados que actualmente reúnen los requisitos para recibir dosis de refuerzo deben estar "completamente vacunados y reforzados" contra el COVID-19 recibiendo todas las dosis recomendadas de la primera serie de vacunas y una dosis de refuerzo a más tardar el 1 de febrero de 2022. Las órdenes se aplican a los trabajadores de:  

• Centros de Atención a Adultos y Atención Directa 
• Centros Correccionales y de Detención Estatales y Locales
• Centros de Cuidado de la Salud

Los trabajadores que aún no reúnen los requisitos para recibir la dosis de refuerzo deben estar al día a más tardar 15 días después del plazo recomendado anteriormente para recibir la dosis de refuerzo. Mientras tanto, todo el personal de cuidado de la salud que no haya recibido la dosis de refuerzo debe realizar la prueba de COVID-19 dos veces por semana hasta que esté al día con sus vacunas. Las exenciones se aplican sólo por creencias religiosas o por razones médicas que reúnan los requisitos necesarios. Los trabajadores afectados que hayan recibido todas las dosis recomendadas de una vacuna autorizada para uso de emergencia por la Organización Mundial de la Salud se considerarán totalmente vacunados y podrán recibir una única dosis de refuerzo de Pfizer 6 meses después de haber recibido todas las dosis recomendadas.

La FDA Autoriza los Tratamientos Antivirales COVID-19

Los días 22 y 23 de diciembre, la Administración de Alimentos y Medicamentos de EE.UU. emitió autorizaciones de uso de emergencia para dos antivirales orales, Pfizer’s Paxlovid y Merck’s molnupiravir, para tratar el COVID-19 en determinados adultos y pacientes pediátricos con resultados positivos en las pruebas directas del SARS-CoV-2, y que presentan un alto riesgo de avance del COVID-19 grave, incluida la hospitalización y la muerte. Bộ Dụng Cụ Xét Nghiệm COVID-19 Sẵn Có Khi Yêu Cầu Qua Mạng

Nhằm giúp truy cập sớm trình trạng lây nhiễm COVID-19 để ngăn chận sự lây lan của cơn dịch, Cơ Quan Y Tế Công Cộng Quận Cam (HCA) tiếp tục cung cấp bộ dụng cụ Xét Nghiệm COVID-19 tại gia miễn phí cho các cư dân và người làm việc tại Quận Cam. Bộ Dụng Cụ xét nghiệm có thể yêu cầu qua trang mạng ochealthinfo.com/covidtest.

Bộ Dụng Cụ tự mình xét nghiệm chỉ để sử dụng cho những người từ 18 tuổi trở lên tự mình xét nghiệm và gởi về cho cơ quan thử nghiệm, để xét nghiệm cho những thành phần từ 15 tuổi trở lên phải có người lớn giám hộ, và cho những thành phần từ 4 tuổi trở lên khi thử phải có người lớn trợ giúp làm. Đây là loại xét nghiệm PCR ( Polymerase Chain Reaction), có thể tự mình xét nghiệm một cách dễ dàng tại gia. Mỗi bộ xét nghiệm đều được trả tiền bưu phí trước và kết quả sẽ được cung cấp trong vòng từ 24-48 giờ đồng hồ sau khi nhận được mẫu xét nghiệm. Mỗi người yêu cầu bộ dụng cụ xét nghiệm  cần phải kèm theo địa chỉ điện thư (email address).

Bác Sĩ Margaret Bredehoft, Trưởng Cơ Quan Y Tế Công Cộng phát biểu: “ Đây không phải là loại xét nghiệm antigen nhanh chóng hiện đang thiếu hụt trên toàn quốc, kết quả của xét nghiệm loại PCR thường phải mất từ 48 giờ đồng hồ nhưng rất đáng tin cậy cho những người có hay không có triệu chứng, điều này có nghĩa là rất hiếm khi chúng ta nhận được kết quả âm tính hay dương tính sai lạc. Xin hãy nhớ rằng quý vị được khuyến khích một cách mạnh mẽ là phải ở nhà nếu quý vị cảm thấy mình có thể bị đau ốm, và phải xét nghiệm COVID-19, từ 3 đến 5 ngày sau khi tụ tập hay đi du lịch, để có đủ thời gian để yêu cầu bộ dụng cụ xét nghiệm và nhận được kết quả. Mặc dầu chúng tôi không khuyến khích việc tụ tập hay đi du lịch trong thời gian hiện có sự lây lan COVID-19 cao độ. CDC Cắt Giảm Thời Gian Cô Lập và Cách Ly

Vào ngày 27 tháng Mười Hai, Cơ Quan Bài Dịch Liên Bang (CDC) đã ban hành những đề nghị mới cắt giảm thời gian cô lập vì sự lây nhiễm COVID-19 và sự cách ly do việc tiếp xúc với những người đã lây nhiễm COVID-19. Những đề nghị này bao gồm:

1. Bất kể thực trạng chích ngừa, nếu quý vị xét nghiệm có dương tính hay có những triệu chứng của COVID-19, quý vị bắt buộc phải ở nhà (cô lập) 5 ngày khi từ khi bắt đầu có triệu chứng (hay trong ngày thu nhận xét nghiệm) và phải mang khẩu trang thích hợp chung quanh những người khác ít nhất thêm năm ngày. • Quý vị đã chích ngừa booster hợp lệ, hoàn toàn chích ngừa các mũi thuốc chích ngừa của hãng Pfizer hay Moderna trong vòng ít nhất 6 tháng vừa qua, hay hoàn tất các mũi chích ngừa Johnson-Johnson trong vòng 2 tháng vừa qua, quý vị không cần thiết phải tự cô lập tại gia nhưng quý vị phải mang khẩu trang thích hợp chung quanh những người khác trong 10 ngày. Xét nghiệm vào ngày thứ 5; và nếu kết quả là dương tính từ xét nghiệm này hay nếu quý vị có các triệu chứng, xin ở nhà (cô lập) và theo các chỉ dẫn trong phần #1 ở trên.
• Nếu quý vị chưa chích ngừa booster của bất cứ loại thuốc chích ngừa nào hay chưa chích ngừa, quý vị buộc phải ở nhà (cách ly) 5 ngày, xét nghiệm COVID-19 năm ngày sau khi đã tiếp xúc và phải đeo khẩu trang thích hợp chung quanh những khác thêm 5 ngày nữa. Những người không thể cách ly phải đeo khẩu trang thích hợp trong vòng 10 ngày.

Cơ Quan CDC cũng đã cập nhật hóa chỉ dẫn về vấn đề quản trị các nhân viên y tế bị lây nhiễm hay tiếp xúc với SARS-CoV-2 nhằm gia tăng việc bảo vệ các nhân viên y tế, bệnh nhân, và người thăm viếng, và bảo đảm việc có đầy đủ nhân viên phục vụ tại các trung tâm chữa trị và chăm sóc sức khỏe.

Tiểu Bang Ban Hành Các Chỉ Thị Y Tế Cập Nhật

Vào ngày 22 tháng Mười Hai, Tiểu Bang ban hành 3 chỉ thị Y tế cập nhật liên quan đến những quy định về chích ngừa cho các nhân viên y tế và tất cả các nhân viên làm việc những nơi công cộng có nguy cơ cao, bao gồm cả viện dưỡng lão. Theo các chỉ thị, tất cả những những viên bị ảnh hưởng ở những nơi  có nguy cơ này đều hợp lệ để chích mũi booster phải được “ hoàn toàn chích ngừa và chích mũi booster” cho COVID-19 bằng cách phải chích ngừa tất cả các mũi chích ngừa đề nghị và mũi chích ngừa booster không được quá ngày 1 tháng Hai, năm 2022. Chỉ thị này áp dụng cho các nhân viên làm việc tại các:

• Cơ Sở Trung Tâm Phục Vụ Người Cao Niên và Chăm Sóc Trực Tiếp (Adult Care Facilities and Direct Care)
• Các Trại Giam Và Trại Cải Huấn Tiểu Bang và Địa Phương (State and Local Correctional Facilities and Detention Centers)
• Các Trung Tâm Chăm Sóc Sức Khỏe (Health Care Facilities)

Những nhân viên chưa hợp lệ cho mũi chích ngừa booster phải tuân thủ không được quá 15 ngày sau thời gian đề nghị cho việc chích mũi booster. Trong thời gian tạm thời, tất cả nhân việc phụ trách các chương trình y tế chưa chích ngừa mũi booster phải xét nghiệm COVID-19 mỗi tuần hai lần cho đến khi họ cập nhật tình trạng chích ngừa. Đặc miễn chích ngừa chỉ áp dụng cho vấn đề tín ngưỡng và hợp lệ vì tình trạng sức khỏe. Cơ Quan FDA Chuẩn Thuận Chữa Trị COVID-19 Antiviral

Vào ngày 22-23 tháng Mười Hai, Cơ Quan Kiểm Phẩm Và Kiểm Dược Liên Bang (FDA) ban hành thẩm quyền khẩn trương cho phép sử dụng hai loại thuốc uống chữa trị Antiviral, Paxlovid của hãng Pfizer và molnupiravir của hãng Merck để chữa COVID-19 cho những thành phần người lớn và bệnh nhân trẻ em với kết quả xét nghiệm dương tính SARS-CoV-2, những người có nguy cơ cao do việc lây nhiễm nặng COVID-19, kể cả phải vào bệnh viện và tử vong.
